humorous that i've been using wondershaper for a over a year, finally
decided to make some improvements on it (needed it to accept command
line options so as to support both a dial-up and dsl connection), and
then two months later you release this debian package.
anyways, attached are my improvements. mainly just standard gnu
free-form argument/option parsing.
/bin/sh on my system points to dash, so i believe all the getopts stuff
is posix.
everything after that is mainly left unchanged from the original.
my changes are copyright 2004 and licensed under the GPL (same as
original).
