HTB is in all kernels worth something (yes, it *is* available in the latest
2.4 and 2.6 kernels), so it should be the default version of the
wondershaper script (HTB is much better than CBQ).  If you are worried about
kernels without HTB support, you can still package the CBQ version and let
the user configure which one to use.
