I never said it should end up in banning people. There are many possible actions that don't go so far : - delaying the mails - manually moderating some posters - rate-limiting (eg. I do ignore (most of the) flames, but the lists didn't improve because of that. I think that it's better to have one flamewar while preparing the vote and have a vote which represent most of the opinions and then be done with it, than having flamewars that comes again and again because no decision was reached at the end of the previous flamewar. (And I'd like to know if a majority of developer would agree with that assertion, so a poll on that subject would be welcome :-)). Yes, there's no guaranty that a formal vote would close a given subject, but I suspect it will and if it doesn't, it will still be time to see how to handle the problem at hand. IMO, there's no need to see that far right now when we didn't try the first step yet.
