Yes, I think that would do (even if it would require a round trip for
people wanting to retire).

Good questions indeed…  In the very few cases of returnees I saw during
my little time I have in FD, I noticed two cases:
 * people whom their old key was still perfectly valid → just accept it
 * people whom their old key was not trustable anymore → require another
   DD to vouch for it (i.e. "yes, this gpg key really belongs to the
   same person that used to be behind this Debian uid")
