Did you find a conflict? I have pulled the latest HEAD (commit hash f0f316c879a7e60e), and the ‘./copyright-format-1.0.xml’ remains the only source document of the “Machine-readable debian/copyright file” specification. The file doesn't appear to have changed enough to cause any conflict; the changes in this patch still apply fine to current HEAD, in my tests.
