For the record, I found Steve's argument convincing, but indeed, you'd
have to stop shy of shipping files in that path.  You *could*, however,
query for the tftp root and symlink files there, although I don't know if
tftp servers follow symlinks.

I'm not horribly fond of shipping files in /var/lib either, but... there
aren't a lot of great options here, I understand.  It's very similar to
the problem with configuring web applications.
