I agree with everything you've pointed out. So let's leave making it compulsory for the time being and start figuring out a way to help people to do it. Filing bugs *with the correct Build-Depends line already worked out* would be one good way. We could probably use the autobuilder info to work on that. Fixing packages which still use /usr/doc is probably more urgent, though! Have bugs been filed on all of them?
