That's a very good point. I'm not even going to attempt to fit the wording into the current version of policy. But what I propose is the following: When policy finally has all of the source dep stuff together, after saying packages "MUST" specify any necessary source deps, there will be a footnote along the lines of: "Please do not submit bugs against packages without a Build-Depends field unless you have confirmed that they actually require one. Not all packages do, as has been explained."
