IMHO, Some people seem to be confusing two issues:
1. is it legal to use a package with other operating systems? YES.
2. does Debian support using packages with other operating systems? NO.
The fact that the license says packages can be used anywhere is
irrelevant, the packages have been hard-coded and compiled for Debian
systems. Testing these packages on other operating systems simply is
not a priority (at least as far as i am concerned) for us Debian
developers.
This means work is required to make the deb package work on a
non-Debian system, and programs like alien[1] may or may not do the
entire job (eg. the copyright file may refer to a file that doesn't
exist).
This, IMHO, is no different to other issues that are different between
operating systems, such as different interpretations of the FHS.
Note:
[1] Perhaps an possible alternative would be if alien could
automatically insert the correct copyright when converting the
package? This needs some reliable way of detecting the copyright
though (grep /usr/doc/package/copyright?).
