Testing these packages on other operating systems simply is not a priority (at least as far as i am concerned) for us Debian developers. This means work is required to make the deb package work on a non-Debian system, and programs like alien[1] may or may not do the entire job (eg. the copyright file may refer to a file that doesn't exist). This, IMHO, is no different to other issues that are different between operating systems, such as different interpretations of the FHS. Note: [1] Perhaps an possible alternative would be if alien could automatically insert the correct copyright when converting the package?
