Before you even consider that solution you need to address people who don't have a ~ to put a mailbox in (ie a mail only account..) You also have to consider people with a mail partition. I would support the ability to make this the default for a system, but I can't say that it should be done globally and universally. We're all aware of the dangers of NFS.
