Well, not really. In fact, neither upstream nor we install the
upstream NEWS file by default. But I agree that it would make sense to
have
it installed, so I’ll add it to debian/docs in a future upload (2.x
serie)
unless you absolutely want it for the release being discussed here.
Hint: to be sure I was not missing anything this time I also ran
$ debdiff chrony_1.31.1-1_amd64.changes chrony_1.31.1-2_amd64.changes
