I have sent a command to ftp-masters requesting that you be granted upload rights for the qutebrowser package. However, at any point, if you would like me to review the package before you upload it, just drop me a line and I would be happy to do so. Once the upload rights have been granted (you will receive an email), you can upload new version of the source package by building the package and then running dput <package>_source.changes. Your upload permissions will work as long as the list of binary packages remains the same. If you ever need to add a new binary package or change the name of a binary package, you will need to have a DD sponsor that upload to the NEW queue. You might also consider taking a look at the outstanding bugs. https://bugs.debian.org/cgi-bin/pkgreport.cgi?repeatmerged=no&src=qutebrowser It looks like a few of them are stale and could be closed.
