The BTS is to keep track of who request uploads of each package. A mail is so easily forgotten in debian-mentors ... and the web archive of the list is really not useful at all. The BTS would give a list of sponsored packages and all the information associated to it (url, sponsoree name, sponsor name, last activity...) If the bug is marked "fixed", then the package is regularly sponsored by the same maintainer. Otherwise, the package is not. And someone can step to be that regular sponsor ... In the case where a package doesn't have a regular sponsor, the sponsoree could request a single upload with the help tag. Also, if you realize a bit, mailing the BTS means mailing debian-mentors as a side effect since debian-mentors is the maintainer of the sponsorship entry. We have the best of both world. Tell me what you don't undertstand in this explanation. Tell me why it would be worse than the current situation.
