Yes. There is no question that the DCO is a license. It says right in the text it is a license. > And that the DCO is part of the license that applies to the work in Debian? The DCO is a license, but it is not the license given to the end users of the project. It is the license given from the contributor to the project (in other words, it is a Contributor License Agreement).
