Yes.  There is no question that the DCO is a license.  It says right in the 
text it is a license.

The DCO is a license, but it is not the license given to the end users of the 
project.  It is the license given from the contributor to the project (in 
other words, it is a Contributor License Agreement).  Similar to copyright 
statements, when paired with the end-user license, it provides documentation 
the project had the rights to license the software the way they did.
