Of course, whether an option requires a 3:1 supermajority is decided by the secretary based on his (or hypothetically her) best understanding and interpretation of the constitution, the proposed resolution and their implications. These are judgement calls, not facts that can be derived purely from an empirical study of the universe. Cheers, aj
