The Debian documentation policy (http://www.debian.org/doc/docpolicy) reads: | All manuals of the Debian Documentation Project (DDP) will be released | under DFSG-compliant licenses On the other hand the APT HOWTO is released under the GNU FDL. Debian-legal consensus about the GFDL seems quite clear: it is *not* a license suitable for releasing DFSG-free software. The APT-HOWTO should be relicensed under a DFSG-compliant license. Refer to http://lists.debian.org/debian-legal/2004/11/msg00062.html and the thread that follows, for further details.
