The wiring of an ENIAC is a computer program, but not software. A DRM-encumbered video file is software, but not a computer program. If you believe that some pieces of that-which-is-on-a-computer-but-not-hardware are not software, you should present arguments and bright lines for distinguishing them. -Brian
