Only as applied to a given work. Copyright protection need not be asserted in the license document itself, and in fact does not appear to be in older, simple licenses like the BSD and MIT/X11 licenses. Following the FSF's lead, everybody and his brother now copyrights the text of their licenses. I'm not sure that's a good thing... -- G.
