How is that different to (2)?
(2) The distributor can give the user an offer to provide the
source to anyone (not merely ones own customers) at a later date.
Pointing to a third party (e.g. another company that sells source CDs)
is not sufficient.

Well, assuming a company like cheapbytes sells binary cds at a very low
price and I'm requesting the source cds and they have to be manually
burned, they'll probably be of higher price than the binary cds.
But... even using price * 10 is ok according to the GPL, you don't
have to distribute it for free, a reasonable fee for your work is
ok.
