Subject: Possible legal help found, let's get our facts straight...

I've talked with the SPI board, and we can most likely use the lawyer
that SPI deals with. Possibly pro-bono, possibly a small fee.

There are currently two issues we need resolved.

1) Crypto in main
2) CSS derived software in non-US

Now, the catch here is, not to waste anyones time with political
overtones, or half hearted requests. We need to be sure of what we are
asking, and what facts we already know. We also need to be very sure
that we are actually going to use the info provided. It may turn out
that they don't feel comfortable with this type of law, but we wont know
unless we give them all the info they need to know. Even if we can't use
this law firm, we will end up with information that we can present to
other law firms that can help us.

I need two groups of 2 - 5 people for each of these issues who will
organize a request for the attorney involved. These need to be concise,
and complete. There should be no leading on for our expected
outcome. We don't want an answer that is tainted by what we think, or
what may or may not be true.

If I cannot get any volunteers to handle authoring these requests, then
I'll have to call on the ctte to handle it for me.

The requests should include the following information:

- What our status is, and all details related to the issue (mirror
  locations, policy etc.)
- What laws we are concerned about, and what jurisdictions we are
  concerned about
- Possible future changes that may affect this.
- Specific questions pertaining to the issue (e.g. "what actions must we
  do, give the info provided, to legally distribute opensource crypto
  from our main archive, and what affect does it have on our mirrors,
  also what responsibilites do we have for making sure it is not
  distributed to the blacklist countries, etc.).


This is an incomplete list, but the people who will be able to complete
these requests will probably know what information is relevant.

These need to be approved by myself and the Technical Committee before
we decide to send them to the lawyer. If the TC is the one who authored
it, then I'll have to make final approval. Either way, the requests will
be posted here for everyone to see and comment on, before being sent to
the lawyer.
