Some comments: ifplugd isn't called; it should be just running and waiting for an interface to come up. wpasupplicant doesn't need to be restarted; look at the '-w' option on how to set it up correctly. I'm not sure why you need the eth1-home and eth1-school stanzas for, as they seem to be identical (except for the test line).
