Well, no, they're not identical.  He doesn't want to actually associate with
any SSIDs except those listed.  So you need the "test" phrase (unless the
test can actually be done in wpa_supplicant), and if you can't test two (or
more) ssids in the same stanza, then you'll need multiple stanzas.
