Well, I've solved part of my problem. Following a suggestion from 
forums.kde.org, I removed my entire akonadi configuration by deleting the 
following:
~/.local/share/akonadi/
~/.config/akonadi/
~/.kde4/share/config/akonadi*

After rebooting I can now save new addresses and edit old ones in the kontact 
address book. Unfortunately, whenever I do that the fressbusyurls file is still 
created in ~/.kde/share/apps/korganizer
So it seems that the bug reported here 
(https://bugs.kde.org/show_bug.cgi?id=305711) remains unfixed in wheezy.

Another person who had this problem posted a solution here:
https://bugs.kde.org/show_bug.cgi?id=284075
But his solution isn't entirely clear to me. It seems he's suggesting to edit  
~/.local/share/contacts and remove the .vcf suffix from all the entries in the 
contacts directory. Has anyone else tried that? Would doing so create other 
problems with the address book?
