Only running Kontact, should not create this file. Can you confirm that? Otherwise you may add information to the bug report or just report that you experience this problem as well, anyway. (Although I don't know whether this problem is still present in newer KDE versions or whether it's Debian specific...) The presence of the freebusyurls file keeps KOrganizer from opening the calendar resources. So, at least no data is lost. As a workaround you can use the address book instead of Kontact.
