In this version the "and any work done on updates now is likely to be
wasted" is intended to be a supplementary condition on both cases
(whether there are more changes coming soon or not).

In this version "the original version has changed" is redundant, since
if nothing has changed there's nothing to mail the list about.

No, if you put the "for example" there it means there are times when
HOLD doesn't in any sense put it on hold (and a translator who doesn't
know it's on hold might end up doing the work and then complaining
when it turns out to be wasted effort).
How about:
Used to put a translation on hold, for example when more changes are
due, so any work done on updates now is likely to be wasted.
Or maybe you could make it:
Used to put a translation on hold, warning that any work done on
updates now is likely to be wasted - for example when more changes
are due, or when an unusual workflow is in place for these files.
