Why can't "this IP" get a login? I looked at Grisu's report (thanks for it). For *most* logins I have seen there, I can put a name behind the login. A name of someone I know being a regular contributor of Debian i18n. Isn't there a possibility that this active contributor for Polish just creates self a login?
