You see:
- there are only some ip who make translations (70 from 901)
- the reviewer are normal login user (56 from 322).
- only this ip make real work in the review process

My read about this is: a 'IP-User' make some translation and go away or
make himself a user account after some time.
The daily work is done by some anno user with a name like 'j4v4m4n'.
Your change in the script in early July, was activated by myself
yesterday evening and confuse our translators/reviewer... (see Joe

If we 'close' the doors, we don't get quality. The main work was and is
done by some normale people and sorry, this people make errors.
If some one find errors, he can use the mail/web interface and upload a
correct translation. I don't get the point.
But if we close the doors, we lost user, and we make a barrier for new
user...
Still I really wish to set the default to 'open the door'. And close it
on a request from the language team.
