I always think it's a good idea to commit original files and build fixes
separately. That's useful for copyright issues and to demonstrate the problems.
That's why I don't hesitate to commit also not buildable files.

Maybe, but activating it publishs it also to
http://www.debian.org/releases/testing/releasenotes and makes
proofreading easier. Consider also the fact that people not
understanding English would prefer a translation, even if it contains a
lot of typos. Readers can always switch to the English version, the
reverse would not be possible without building it/ as well ...

I also respected the announced proofread.

PS: Frans, how about activating Romanian as well? Current status is:
599 translated messages, 2 fuzzy translations, 25 untranslated messages.

It is nearly completely translated and PO file based, which means the
content is up to date.
Activating it now would also motivate the translator and allows more
tests (build checks and proofreads).
