The main issue with "get from network automatically" is that you want to have reproducible builds no matter if you have or not access to the Internet/network. All buildds should build the same source. Also, the source that the buildds build should be the same and adding automatically later the translations, without human intervention means that the developer would test one thing upload that, while the archive will contains some other stuff because the buildds will fetch the translations.
