Languages with multiple accents need to pad punctuation, put spaces before or after it so we can still distinguish the characters.
But I think it should be consistent, at least within one package. What do native English speakers think about that? (I know I should ask that on l10n-english.)
As I said, it's an old typographical convention, making it easier to distinguish whole sentences comprised from blocks of metal type among a whole frame of those blocks. It's no longer necessary, and will only confuse other people.
