Have you checked the md5 of the file, to make sure you didn't get
corruption?

I had not, also didn't see a md5sum https://cdimage.debian.org/cdimage/ports/latest/hurd-amd64/current/; bur I have since redownloaded it and checked that the files are identical.

I've also retried installing twice more, and see the same problem both times. My host system is Debian GNU/Linux testing.

In the Debian Hurd installer, I selected:
* Text install
* Language: C
* Location: Europe
* Location: Germany
* Keyboard: German
