No, there isn't a policy, but the pipeline here isn't the main point
here. Do you notice the culture aspect of hero behavior vs
collaboration?

Loren's message was posted at 2am my time zone, and Santiago had
already done the upload by 5:30am my time zone. It is completely
unreasonable to expect responses in a matter of hours regardless of
the time zones. You agree this wasn't collaborative, right?

Collaboration requires initially a bit more work, but will pay off in
the long run (or at least I hope so). The Debian Developer's Reference
describes various practices of posting messages and nudging other
maintainers before taking over their packages and uploading them.
Those principles are quite sensible and easy to apply in various
situations, don't you think?

If there is a true emergency then sure, go ahead an upload a package
without coordination. But this wasn't so urgent, Santiago could have
easily waited one or two days instead of the 2h he did now. Just
waiting a bit longer isn't that much extra work, it is just a matter
of taking a break and context switching back a couple of days later.
