In Debian, only two Portuguese related locales are available, pt_PT and pt_BR; run 'dpkg-reconfigure locales' to verify it. If people in Angola or Mozambique are installing Debian and they choose Portuguese as language in Debian Installer, they won't find their country at the location question stage, instead they need to choose other, then Africa to finally be able to choose Angola or Mozambique from a list - but only to find out that choices are limited to pt_PT and pt_BR. As far as Debian packages are concerned, both -pt and -pt-pt is used. Just run apt search '\-pt-pt' or apt search '\-pt' to get an impression.
