It makes sense in a way, as it makes the process more consistent across packages and reviewers, and also as upstream projects are evolving, as well as Debian policies and guidelines.

What may help here is a team policy adjustment where recently reviewed packages could skip the full process if the change set from the last reviewed version is reasonably small, and tools that can remember and identify which parts of the upstream project were already reviewed and when for the last time and eventually annotate them. But I'm not sure there is much to gain here overall.
