Your timeline is inaccurate. According to DEP-14's own Changes
section, debian/latest was not recommended until 4 years ago. I did
not notice the change right away.

The Debian GNOME team was a fairly early adopter of DEP-14 and we had
to spend time at the beginning of the trixie development cycle to
convert all our packages from debian/master to debian/latest [1]. (Out
of an abundance of caution, it seemed not helpful to do that migration
while bookworm was frozen.) Therefore, even the strongest supporters
of DEP-14 may have only very recently adopted debian/latest.
