Don't wait, just upload them all. FTP masters do check for dependencies, and wont approve a package for which the dependencies aren't in Sid already (meaning: they *will* process packages from the NEW queue in the correct order). So you don't need to worry about this. If you have a complex set of dependencies though, it's probably a good idea to drop a few lines to the FTP masters, just to let them know.
