I believe a better approach is to collect stats on who upload packages
which fail to build on all architectures, and add a process to
review/requalify a Debian Developer if this happen too often.  This
way DDs know that their upload quality have consequences, and
hopefully it will lead to higher quality packages.

Of course the end result for those that do not improving the quality
of their upload should be to loose the right to upload packages.
