Zero chance. The RT kernel is no plaything. The RT changes are being slowly fed to the mainline Linux kernel, but due to the complexity, it is an ongoing slow effort. So, it really would boil down to adding a new kernel flavour for Debian, probably with a lot less variants than the standard kernel (e.g. -rt doesn't make much sense for servers, Xen, etc. at this time).
