There is no Debian CEO to assign volunteers to tasks; people tend to do what they want to. Human nature being what it is, the tendency is to perform tasks that really interest one. I am not saying we can generalize and say that enlightened self interest is the _only_ thing that drives _all_ the developers, or is the dominant stimuli for everyone; but ultimately, whom Debian is meant for is the holistic sum of what individual workers are willing to work towards.
