As of the last release, quantlib-python no longer builds on riscv64 within
the 600 minute window. The source package quantlib-swig, using source package
libquantlib-dev, puts considerable strain on the C++ compiler and system and
several architectures have long used -O0 and similar switches.

As discussed in #1072650 (CC'ed) and proposed by Graham (also CC'ed),
removing the binary is the best course of action now: it permits users on
other platforms to use the package, and ongoing work to accommodate the build
system can continue.
