I should have been more explicit: Leaving out the pdftex-option is not
a workaround but a general solution, since graphics.cfg contains code
that automatically activates the pdftex-option if not driver option is
specified and if pdflatex is used in pdf-mode. If you have any other
code where you have to destinguish between pdf and dvi/html
production, then you can use the \ifpdf switch from ifpdf.sty.
