Yes, it is reported, but that submission is really low quality, no wonder upstream does not reward it with attention. You did the proper research, you have a much better chance of getting a real fix done by writing a git commit mesage that explains _why_ the patch should be accepted. I can also +1 on your submission to get it more attention. Anyway, we prefer to not have patches in Debian that lack a Forwarded field as without it the amount of long-term maintenance work increases in Debian.
