I've mulled it over a bit.  These templates are about producing man page like
documentation and not just documentation of the autogen sources.  Therefore,
it makes more sense to me to use MAN_PAGE_DATE and drop references to "SOURCE".
So I will not be using anything that is pretty much exclusively tied to
environment variables used by the Debian release process.  Please set and
export MAN_PAGE_DATE according to your needs and it will be inserted exactly
thus (without any fiddling) into the generated docs.  Well, will be come "pre13"
or my final release.  I am trying to polish some kinks that affect the NTP
project before bumping out a final release.
