Obviously, I can make no changes to Debian rules, but I have now added a working --enable-timeout=$WHATEVER configure option:

and though I've added LC_ALL=C to some of my date invocations,
I cannot use the ``-d @$SOURCE_DATE_EPOCH'' option for reasons
stated earlier.
