Okay, one constant is in case the computation fails.  Not a bound.

The other is just a minimum -- a human interface sort of thing.
It may well be that 1 second is sufficient on a given platform,
but I would not expect a human being to become impatient before
5 seconds have elapsed.  The value needs to indicate that at that
amount of time there is highly likely some problem, and it ought
not be so long that folks get impatient.  I do not expect impatience
in less than 5 seconds.
