Thank you for reporting this issue to Debian.

AppArmor has been continuously working fine for me on sid since Wheezy
was released, so I am surprised. On boot, my kernel tells me:

  AppArmor: AppArmor initialized
  AppArmor: AppArmor Filesystem Enabled

May you please confirm you're running an up-to-date Debian testing,
and tell us exactly:

  * how you're trying to enable AppArmor
  * what is happening
  * the output of:
      dmesg | grep -i apparmor | head -n 5

Thanks in advance!

Cheers,
