You might stick a (message) in the patched one to make sure it's
loading.  If there's a debian-startup.elc it will load instead of the
.el source of course.

Not sure if emacs24 byte compiles a debian-startup.elc any more.  Past
versions did and xemacs21 still does I think.

It still works for me and has the desired effect.

Packages which use debian-pkg-add-load-path-item should be seen now
after the "/local/" dirs in the load-path.  Eg. debian-el.

But packages which mangle load-path themselves are unchanged.  If they
put themselves at the front of the load-path they that's where they
stay.  (A deliberate decision so as not to upset anything which has to
or had to force an order ...)
