This question is asked if you select the "desktop task" in tasksel. This installs both xdm and gdm (but for some strange reason not kdm) and the user is asked which desktop manager he/she wants to use. The question is asked during configuration of package xdm (the titlebar for the question is "Configuring xdm"), but I think it will be asked whenever two or more desktop managers are installed.
