I think the Depends field for partitioner should be

 Depends: cdebconf-udeb, fdisk-udeb, hw-detect-full

on hppa and left as

 Depends: cdebconf-udeb, parted-udeb, hw-detect-full

on other architectures.  I'm not sure how to do this, though.
