The general idea behind the "outreach programme" was to reach out
to people (newbies, "diversity-increasing people", invited speakers,
and now press too) and actively invite them, i.e. not make them go
through registration and sponsorship application; instead you give
them a ticket like "we invite you to join here are 500 € for travel
please let us know".

Does this make sense?
